ПРОБЛЕМА ПРЕОДОЛЕНИЯ СОСТОЯНИЯ ПЕРВОНАЧАЛЬНОЙ АНОМИИ В СРЕДЕ ВЫНУЖДЕННЫХ МИГРАНТОВ

Аннотация: в современном обществе одной из острых проблем является вынужденное переселение большого количества людей в силу влияния природных катастроф, климатических изменений, политических конфликтов, и ряда иных факторов, определяющих невозможность сохранения прежнего места жительства. По оценкам ООН, численность вынужденных мигрантов составляет более 117.8 миллионов человек, что характеризует колоссальный масштаб проблемы. При этом, вынужденное переселение определяет состояние неопределенности и повышенной уязвимости для людей, утративших устойчивую социальную включенность. В настоящей статье проблема вынужденной миграции рассматривается в контексте теорий социальной аномии, первичной маргинальности мигрантов, а также лиминальности. Рассматриваются основные социальные факторы и механизмы, определяющие уязвимость, неопределенность и дезадаптацию вынужденных переселенцев. Ставится вопрос о том, почему положение вынужденных мигрантов нередко приводит к формированию в их среде зоны повышенного социального риска, а сами они нередко не вписываются в нормативную структуру принимающего сообщества. Производится анализ управленческих перспектив преодоления состояния социальной аномии в среде вынужденных мигрантов.

THE PROBLEM OF OVERCOMING THE STATE OF INITIAL ANOMIE AMONG FORCED MIGRANTS

Abstract: In contemporary society, one of the most acute problems is the forced displacement of large numbers of people as a result of natural disasters, climate change, political conflicts, and a number of other factors that make it impossible for them to remain in their previous place of residence. According to United Nations estimates, the number of forcibly displaced persons exceeds 117.8 million, which demonstrates the enormous scale of the problem. At the same time, forced displacement creates a state of uncertainty and heightened vulnerability for people who have lost stable forms of social integration. This article examines forced migration in the context of theories of social anomie, the initial marginality of migrants, and liminality. It considers the main social factors and mechanisms that contribute to the vulnerability, uncertainty, and maladaptation of forcibly displaced persons. The article raises the question of why the situation of forced migrants often leads to the emergence of zones of increased social risk within their communities and why they frequently fail to fit into the normative structure of the host society. It also analyzes the prospects for managerial and policy-based measures aimed at overcoming the state of social anomie among forced migrants.
