Аннотация. Алгоритмическое управление, охватывающее корпоративный и государственный секторы, создает качественно новый вызов для классических моделей легитимности. На основе синтеза подходов дискурс-анализа (М. Фуко, Ю. Хабермас, Н. Фэркло, Т. ван Дейк, Э. Лакло и Ш. Муфф), а также количественного контент-анализа и текст-майнинга, в статье предлагается аналитическая рамка для исследования дискурсивных стратегий легитимации алгоритмического управления. Эмпирической базой выступает корпус публичных текстов технологических корпораций и государственных органов за период 2015–2026 гг. Выделены пять стратегий: технократическая, рыночная, эгалитарная, процедурная, делиберативная. Проведен сравнительный анализ западного и российского контекстов, показывающий, что доминирующей в обоих является технократическая стратегия, однако, ее артикуляция различается: в России она связана с риторикой безопасности и государственного контроля, в западном дискурсе – с рыночной свободой. Реконструированы нормативные основания каждой стратегии и оценена их связь с политико-философскими традициями. Обсуждается влияние политического режима на дискурсивные практики легитимации и возможность имманентной критики алгоритмической власти.

MODERN DISCURSIVE STRATEGIES FOR LEGITIMIZING ALGORITHMIC MANAGEMENT: 
SYNTHESIS AND COMPARATIVE ANALYSIS

Abstract. Algorithmic management, encompassing the corporate and public sectors, creates a qualitatively new challenge for classical models of legitimacy. Based on the synthesis of discourse analysis approaches (M. Foucault, J. Habermas, N. Fairclough, T. van Dijk, E. Laclos and S. Mouff), as well as quantitative content analysis and text mining, the article offers an analytical framework for the study of discursive strategies for legitimizing algorithmic management. The empirical base is the corpus of public texts of technology corporations and government agencies for the period 2015-2026. Five strategies are identified: technocratic, market-based, egalitarian, procedural, and deliberative. A comparative analysis of the Western and Russian contexts has been carried out, showing that the technocratic strategy is dominant in both, but its articulation differs: in Russia it is associated with the rhetoric of security and state control, in Western discourse it is associated with market freedom. The normative foundations of each strategy are reconstructed and their connection with political and philosophical traditions is assessed. The influence of the political regime on the discursive practices of legitimation and the possibility of an immanent criticism of algorithmic power are discussed.
