ПРИМЕНЕНИЕ МЕТОДОВ ОБЪЯСНИМОГО ИСКУССТВЕННОГО ИНТЕЛЛЕКТА ДЛЯ ОБЕСПЕЧЕНИЯ ПРОЗРАЧНОСТИ РЕШЕНИЙ В ПРОЕКТНОМ ФИНАНСИРОВАНИИ ЖИЛИЩНОГО СТРОИТЕЛЬСТВА

Аннотация: Активное внедрение алгоритмов машинного обучения в контур принятия кредитных решений по проектному финансированию жилищного строительства (ПФ ЖС) наталкивается на серьёзное препятствие — недостаточную прозрачность таких моделей. Целью работы выступает формирование методических рекомендаций по использованию инструментов объяснимого искусственного интеллекта (XAI) для повышения прозрачности и доказательности решений, принимаемых российскими банками в данном сегменте. Методологическая база исследования включает критический разбор научных источников за 2020–2024 гг., изучение нормативных требований Банка России, а также материалы глубинных интервью с представителями кредитных организаций. Полученные результаты свидетельствуют: механическое применение распространённых XAI-методов (SHAP, LIME) без их настройки под особенности ПФ ЖС ведёт к неустойчивым и противоречащим логике интерпретациям, что обусловлено многомерностью и тесной связанностью факторов риска. В качестве решения предложен подход, базирующийся на группировке факторов, учёте причинно-следственных зависимостей и создании специализированных форматов отчётности для кредитных комитетов. Автор приходит к выводу, что объяснимый ИИ следует воспринимать не как вспомогательную надстройку, а как базовый элемент гибридной человеко-машинной архитектуры принятия решений.

APPLICATION OF EXPLAINABLE ARTIFICIAL INTELLIGENCE METHODS TO ENSURE TRANSPARENCY OF DECISIONS IN PROJECT FINANCING OF HOUSING CONSTRUCTION

Abstract: The active introduction of machine learning algorithms into the credit decision-making framework for project financing of housing construction (PF HC) faces a serious obstacle — the insufficient transparency of such models. The aim of this study is to develop methodological recommendations for the use of explainable artificial intelligence (XAI) tools to enhance the transparency and evidentiary quality of decisions made by Russian banks in this segment. The methodological basis of the research includes a critical review of scientific sources from 2020–2024, an analysis of the regulatory requirements of the Bank of Russia, as well as materials from in-depth interviews with representatives of credit institutions. The results obtained indicate that the mechanical application of common XAI methods (SHAP, LIME) without their adaptation to the specifics of PF HC leads to unstable and logically contradictory interpretations, which is due to the multidimensionality and close interconnectedness of risk factors. As a solution, an approach is proposed based on the grouping of factors, consideration of cause-and-effect relationships, and the development of specialized reporting formats for credit committees. The author concludes that explainable AI should be perceived not as an auxiliary add-on, but as a fundamental element of a hybrid human-machine decision-making architecture.
