Статья посвящена вопросам качества жилищного фонда и эффективности управления коммунальной инфраструктурой в целях обеспечения устойчивости жизнедеятельности населения крупнейших городов Поволжья. Целью исследования стала сравнительная оценка коммунальных сетей и жилищного фонда в условиях необходимости устойчивой работы критической инфраструктуры. В ходе исследования были проанализированы данные по качественному состоянию жилищного фонда и коммунальных сетей, обеспечения санитарных и экологически безопасных условий проживания в крупнейших городах Поволжья. Результаты исследования включают особенности состояния коммунальной инфраструктуры городов-миллионников и оценку их управления. Также на основе полученных результатов был составлен комплексный рейтинг эффективности управления коммунальной инфраструктурой. Научная новизна заключается в выявлении общих для исследуемой группы населенных пунктов характерных проблем и тенденций состояния и управления жилищным фондом и коммунальной инфраструктурой.
This article addresses issues regarding the quality of the housing stock and the efficiency of utility infrastructure management, with the aim of ensuring the sustainability of living conditions for the populations of major cities in the Volga region. The study sought to conduct a comparative assessment of utility networks and housing stock, considering the need for the reliable operation of critical infrastructure. The research involved analyzing data on the condition of housing and utility networks, as well as the provision of sanitary and environmentally safe living conditions in the largest cities of the Volga region. The study results encompass the state of municipal utility infrastructure in cities with populations exceeding one million, as well as an assessment of its management. Based on these findings, a comprehensive ranking of utility infrastructure management efficiency was also compiled. The study’s scientific novelty lies in the identification of common problems and trends regarding the condition and management of housing stock and utility infrastructure across the group of cities analyzed.
