        <p>Целью исследования является разработка целостного системного представления удалённых и труднодоступных территорий Российской Федерации как сложных социо-эколого-экономических систем, а также критический анализ существующих отечественных и зарубежных подходов к их определению и управлению. В работе обосновывается необходимость преодоления отраслевой фрагментарности, статичности и отсутствия формализованных критериев в действующих дефинициях. Методология исследования базируется на методах системного анализа, сравнительного обзора научной литературы и нормативно-правовых документов, а также на оценке применимости зарубежных концепций к российским условиям. В работе выявлены ключевые ограничения существующих подходов, включая игнорирование динамических процессов и каскадных эффектов уязвимости. Предложено определение удалённой территории, учитывающее экстремальные климатические условия, низкую плотность населения, точечно-линейную инфраструктуру и взаимное усиление деградационных процессов. Доказана качественная неприменимость концепций «умного города» и умной специализации к российским удалённым территориям из-за кардинальных различий в плотности населения, связности, климате и институциональной среде. Обоснована необходимость создания специализированных информационных систем поддержки принятия решений для проактивного управления устойчивостью в условиях высокой неопределённости и дефицита ресурсов.</p>

      <trans-abstract xml:lang="en">
        <p>The aim of this study is to develop a comprehensive systemic representation of remote and hard-to-reach territories of the Russian Federation as complex socio-ecological-economic systems, as well as to critically analyze existing domestic and international approaches to their definition and management. The paper substantiates the need to overcome sectoral fragmentation, static nature, and the lack of formalized criteria in current definitions. The research methodology is based on systems analysis, a comparative review of scientific literature and regulatory documents, and an assessment of the applicability of international concepts to Russian conditions. The paper identifies key limitations of existing approaches, including ignoring dynamic processes and cascading vulnerability effects. A definition of remote territory is proposed that takes into account extreme climatic conditions, low population density, point-linear infrastructure, and the mutual reinforcement of degradation processes. The fundamental inapplicability of the concepts of "smart city" and smart specialization to Russia's remote territories is demonstrated due to fundamental differences in population density, connectivity, climate, and the institutional environment. The need to create specialized information systems to support decision-making for proactive sustainability management in conditions of high uncertainty and resource scarcity is substantiated.</p>
