Авторами по результатам анализа научной литературы, посвящённой организации расследования преступлений, а также судебно-следственной практики предпринята попытка сформулировать общие закономерности организации тактических операций, а также организационно-тактических действий, проводимых для решения стоящих перед субъектом тактических задач. К числу таких задач стоит относить не только традиционные установление и задержание лица (лиц), совершивших преступление, выявление соучастников и дополнительных эпизодов преступной деятельности, обнаружение скрываемого похищенного имущества, но также целесообразно рассматривать дополнительные – поиск и обнаружение носителей информации, определение доказательственных фактов, а также исследование и уяснение обстоятельств совершенного преступления. Использование организационного подхода при рассмотрении тактических операций позволяет уяснить структуру рассматриваемого тактического средства и достигать стоящих перед следователем целей, а именно воздействия на сложившуюся следственную ситуацию и создание условий, обеспечивающих результативность следственного действия.
Based on the results of the analysis of scientific literature on the organization of crime investigation, as well as judicial and investigative practice, the authors attempted to formulate general patterns of organization of tactical operations, as well as organizational and tactical actions carried out to solve the tactical tasks facing the subject. Such tasks should include not only the traditional identification and detention of the person(s) who committed the crime, the identification of accomplices and additional episodes of criminal activity, the discovery of hidden stolen property, but also it is advisable to consider additional ones – the search and detection of information carriers, the determination of evidentiary facts, as well as the investigation and clarification of the circumstances of the crime. The use of an organizational approach when considering tactical operations makes it possible to understand the structure of the tactical means under consideration and achieve the investigator's goals, namely, influencing the current investigative situation and creating conditions that ensure the effectiveness of the investigative action.
