Разрушение прежней социальной системы и становление новой предполагает поиск и внедрение новых правил взаимодействия индивидов и социальных групп, властных структур, легитимации отношений между ними, формирование безопасной среды обитания людей. Записанное в основном законе (Конституции РФ) положение о том, что «человек, его права и свободы являются высшей ценностью», совершенно очевидно свидетельствует о том, что речь мы должны вести о защищенности жизни и здоровья людей, их прав и свобод, имущества, чести и достоинства граждан нашей страны [1]. Это положение основного закона заложило фундамент правового поля для формирования системы безопасности как в стране в целом, так и в ее регионах. Практика показывает, что безопасность регионов стала важнейшим компонентом безопасности личности, общества и государства. В завершение исследования автором делается вывод о том, что обеспечение безопасности страны в целом и ее регионов базируется на легитимации правопорядка, на создании основ демократического конституционализма, на приоритете индивидуальных прав и гражданских свобод населения.
The destruction of the old social system and the emergence of a new one involve the search for and implementation of new rules for the interaction of individuals and social groups, power structures, the legitimization of relations between them, and the creation of a safe living environment for people. Having enshrined in the fundamental law (the Constitution of the Russian Federation) the provision that “the individual, their rights and freedoms are the highest value,” it is quite obvious that we must be talking about protecting people’s lives and health, their rights and freedoms, property, and the honour and dignity of the country’s citizens. This provision of the fundamental law laid the foundation for the legal framework for the formation of a security system both in the country as a whole and in its regions. Practice shows that the security of the regions has become a crucial component of the security of the individual, society, and the state. Thus, ensuring the security of the country as a whole and its regions is based on the legitimization of the rule of law, on creating the foundations of democratic constitutionalism, and on prioritizing the individual rights and civil liberties of the population.
