Данная статья посвящена анализу возможностей и перспектив совершенствования системы взаимодействия прокуратуры и институтов гражданского общества в сфере защиты конституционных прав и свобод. Авторами рассмотрены основные актуальные механизмы взаимодействия, включая обращения граждан в органы прокуратуры, публичные мероприятия, комментарии в СМИ и социальных сетях, публикацию образовательных материалов, деятельность общественных советов. Проведен анализ их нормативного правового регулирования, а также актуальные проблемы практической реализации. Отмечена ключевая роль прокуратуры как надзорного органа в сфере правозащиты. В качестве источников эмпирических данных приводятся статистические показатели деятельности прокуратуры Владимирской области, практические кейсы взаимодействия прокуратуры и гражданского общества. Результатом исследования являются рекомендации по развитию механизмов взаимодействия прокуратуры и гражданского общества в условиях активной цифровой трансформации. В частности, авторами указывается на необходимость повышения уровня правовой грамотности граждан, развитие в обществе правовой культуры, совершенствование форм общественного контроля и публичной отчетности о результатах деятельности прокуратуры. Выводы. Совершенствование механизмов взаимодействия органов прокуратуры с институтами гражданского общества является условием повышения эффективности правозащитной деятельности как органов прокуратуры, так и всей системы правоохранительных и судебных органов власти в целом. Практики совместных публичных мероприятий и сотрудничества прокуратуры с общественными организациями в совокупности формируют культуру открытого диалога между государством и обществом.
This article is devoted to the analysis of the opportunities and prospects for improving the system of interaction between the prosecutor's office and civil society institutions in the sphere of protecting constitutional rights and freedoms. The authors examine the key current mechanisms of interaction, including citizens' appeals to the prosecutor's office, public events, comments in the media and social networks, the publication of educational materials, and the activities of public councils. An analysis of their normative legal regulation is conducted, as well as current problems in their practical implementation. The key role of the prosecutor's office as a supervisory authority in the field of human rights protection is noted. Statistical indicators of the activities of the prosecutor's office of the Vladimir Region, as well as practical cases of interaction between the prosecutor's office and civil society, are provided as sources of empirical data. The results of the study are recommendations for the development of mechanisms for interaction between the prosecutor's office and civil society in the context of active digital transformation. In particular, the authors point to the need to improve the level of legal literacy of citizens, develop a legal culture in society, and improve the forms of public control and public reporting on the results of the prosecutor's office's activities. Improving the mechanisms of interaction between the prosecutor's office and civil society institutions is essential for enhancing the effectiveness of human rights protection activities by both the prosecutor's office and the entire system of law enforcement and judicial authorities. The practices of joint public events and cooperation between the prosecutor's office and civil society organizations collectively contribute to fostering a culture of open dialogue between the state and society.
