Статья посвящена анализу подготовки и реализации хрущёвской реформы управления промышленностью и строительством на территории Архангельской области 1957–1959 гг. На основе опубликованных и архивных источников рассматриваются ход дискуссии о границах нового экономического района, а также процесс передачи предприятий и научно-исследовательских учреждений из союзного и республиканского подчинения в ведомство Архангельского совнархоза. При анализе хода дискуссии выделены различные точки зрения на будущие границы экономического района. В ходе исследования установлено, что процесс перехода к территориальному принципу управления сопровождался острой борьбой между местными партийно-хозяйственными элитами и руководством других экономических районов. Процесс перераспределения собственности бывших министерств продемонстрировал разницу в уровне лоббистских возможностей Архангельского совнархоза, соседних совнархозов Северо-Запада РСФСР и руководством экономических районов «центра».
The article is devoted to an analysis of the preparation and implementation of Khrushchev’s reform of industrial and construction management in the Arkhangelsk Region in 1957–1959. Based on published and archival sources, it examines the course of the discussion about the boundaries of the new economic region, as well as the process of transferring enterprises and research institutions from union and republican subordination to the jurisdiction of the Arkhangelsk Sovnarkhoz. The analysis of the discussion highlights various viewpoints on the future boundaries of the economic region. The study established that the transition to a territorial management principle intensified the intense struggle between local party and economic elites and the leadership of other economic regions. The process of redistributing the property of former ministries demonstrated the difference in the level of lobbying capabilities between the Arkhangelsk Economic Council, the neighboring economic councils of the North‑West of the RSFSR, and the leadership of the economic regions of the “center”.
