В статье с позиций политико-институционального подхода исследуется экологизация аграрного сектора России как процесс трансформации публичной политики под воздействием климатических вызовов и императивов устойчивого развития. Цель работы – выявление институциональных трендов и политических барьеров, препятствующих последовательной экологизации. Методологический инструментарий включает анализ нормативно-правовой базы (федеральные законы, стратегии, государственные программы), политологическую оценку механизмов реализации экологических требований и ситуационный анализ конфликтов вокруг размещения крупных животноводческих комплексов. Установлено, что основными направлениями государственной политики выступают ограничение оборота ГМО, стимулирование органического земледелия, регламентация применения пестицидов и агрохимикатов, а также нормирование санитарно-защитных зон, становящихся зонами столкновения интересов бизнеса и местных сообществ. Ключевыми политико-правовыми барьерами определены лоббистское давление агрохолдингов, дефицит политической воли и неразвитость институтов общественного участия, генерирующие локальные протесты и риски делегитимации. Обоснована необходимость перехода к комплексной стратегии, интегрирующей климатическую повестку, циркулярные модели и цифровые инструменты мониторинга в АПК.
The article examines the greening of Russia's agricultural sector from a political and institutional perspective as a process of transforming public policy in response to climate challenges and sustainable development imperatives. The goal of the study is to identify institutional trends and political barriers that hinder the consistent greening of the sector. The methodological toolkit includes an analysis of the regulatory framework (federal laws, strategies, and state programs), a political science assessment of the mechanisms for implementing environmental requirements, and a situational analysis of conflicts surrounding the placement of large livestock complexes. It has been established that the main areas of state policy are the restriction of GMO circulation, the promotion of organic farming, the regulation of the use of pesticides and agrochemicals, and the regulation of sanitary protection zones, which become areas where business interests and local communities collide. The key political and legal barriers include the lobbying pressure of agricultural holdings, the lack of political will, and the underdevelopment of public participation institutions, which generate local protests and risks of delegitimization. The paper argues for the need to transition to a comprehensive strategy that integrates the climate agenda, circular models, and digital monitoring tools in the agricultural sector.
