Статья посвящена социологическому анализу научно-образовательных центров мирового уровня как институтов трансформации региональной научной и социальной структуры. На основе результатов социологического опроса научного сообщества и сравнительного анализа 15 НОЦ выявлены особенности институциональной модернизации научной сферы. Обосновывается положение о формировании модели институционально асимметричной модернизации, при которой развитие исследовательской инфраструктуры существенно опережает развитие социальной инфраструктуры науки. Показано, что НОЦ способствуют расширению профессиональной мобильности исследователей, укреплению сетевых научных взаимодействий и развитию научно-коммуникационного капитала регионов. Одновременно фиксируется ограниченность социальных эффектов, связанных с качеством городской среды, кадровой устойчивостью и снижением территориального неравенства. Автор приходит к выводу о том, что ключевым результатом деятельности НОЦ становится не только технологическая модернизация, но и формирование новых сетевых форм научной коммуникации.
The article is devoted to a sociological analysis of world-class scientific and educational centers as institutions for the transformation of the regional scientific and social structure. Based on the results of a sociological survey of the scientific community and a comparative analysis of 15 RECs, the features of institutional modernization of the scientific sphere were identified. The position on the formation of a model of institutionally asymmetric modernization is substantiated, in which the development of research infrastructure significantly outstrips the development of the social infrastructure of science. It is shown that RECs contribute to the expansion of professional mobility of researchers, strengthening network scientific interactions and the development of scientific and communication capital of the regions. At the same time, the limited social effects associated with the quality of the urban environment, personnel sustainability and the reduction of territorial inequality are recorded. The author comes to the conclusion that the key result of the activities of the REC is not only technological modernization, but also the formation of new network forms of scientific communication.
