В статье проводится экономический анализ научно-технической и инновационной политики Евразийского экономического союза (далее – ЕАЭС) в контексте преодоления структурных диспропорций и вызовов «ловушки среднего дохода». Рассмотрена нормативно-правовая база, регулирующая научно-техническое сотрудничество в рамках Союза, и дана оценка ключевому институциональному механизму интеграции — Евразийским технологическим платформам. На основе макроэкономического анализа динамики внутренних затрат на НИОКР в странах-членах ЕАЭС за 2021–2025 гг. выявлена устойчивая, но неравномерная тенденция роста наукоёмкости экономик при сохранении значительного разрыва между участниками. Обосновано, что системными ограничениями эффективности наднациональной политики выступают асимметрия научно-технических потенциалов, недостаточная коммерциализация разработок, доминирование государственного финансирования и отсутствие унифицированного режима интеллектуальной собственности. Сделан вывод о том, что инновационная политика ЕАЭС в современных условиях выполняет двоякую функцию — инструмента долгосрочной структурной трансформации и механизма адаптации к внешним санкционным шокам, при этом сохраняется риск закрепления модели догоняющего развития и технологического иждивенчества.
The article provides an economic analysis of the scientific, technical, and innovation policy of the Eurasian Economic Union (hereinafter referred to as the EAEU) in the context of overcoming structural imbalances and the challenges of the “middle-income trap.” The regulatory framework governing scientific and technical cooperation within the Union is examined, and an assessment is provided of the key institutional mechanism of integration — the Eurasian Technology Platforms. Based on a macroeconomic analysis of the dynamics of domestic spending on R&D in the EAEU member states for 2021–2025, a stable but uneven trend in the growth of the knowledge intensity of economies has been identified, while a significant gap between the participants remains. It has been substantiated that the systemic limitations to the effectiveness of supranational policy are the asymmetry of scientific and technical potentials, insufficient commercialization of developments, the dominance of government funding, and the lack of a unified intellectual property regime. It is concluded that the EAEU innovation policy in modern conditions performs a dual function — a tool for long-term structural transformation and a mechanism for adaptation to external sanctions shocks, while maintaining the risk of consolidating the model of catch-up development and technological dependence.
