Цель исследования. Провести исторический анализ качественной трансформации системы вневойсковой военной подготовки населения Киргизской ССР в 1942–1945 гг. Методология. исследование базируется на принципах историзма и объективности, включает анализ архивных документов Центрального архива Министерства обороны Российской Федерации, статистических материалов и приказов Народного комиссариата обороны СССР, а также сопоставление с данными по другим регионам Советского Союза. Результаты. установлено, что в указанный период произошёл переход от экстенсивной модели массовой подготовки стрелкового контингента к интенсивной модели углублённой специализации бойцов по отдельным военно-учётным специальностям. За семь очередей Всевобуча подготовлено 82 421 специалист, охват населения военнообязанного возраста достиг 90,5%, что являлось первым показателем среди республик Среднеазиатского военного округа. Выявлены ключевые факторы успеха: межведомственная координация, адаптация к горному рельефу, преодоление языкового барьера, массовое вовлечение женщин. Выводы. опыт Киргизской ССР представляет собой эффективную модель мобилизационной подготовки в экстремальных условиях, уроки которой сохраняют актуальность для современных систем военно-патриотического воспитания и мобилизационной подготовки.
The purpose of the study is to conduct a historical analysis of the qualitative transformation of the system of non-military combat training of the population of the Kirghiz SSR in 1942–1945. Methodology. The research is based on the principles of historicism and objectivity, includes an analysis of archival documents from the Central Archive of the Ministry of Defense of the Russian Federation, statistical materials and orders of the People's Commissariat of Defense of the USSR, as well as a comparison with data from other regions of the Soviet Union. Results. It has been established that during this period there was a transition from an extensive model of mass training of rifle contingents to an intensive model of in-depth specialization of fighters in individual military occupational specialties. Over seven enrollments of Vsevobuch (Universal Military Training), 82,421 specialists were trained, and the coverage of the population of military age reached 90.5%, which was the highest indicator among the republics of the Central Asian Military District. Key success factors are identified: interdepartmental coordination, adaptation to mountainous terrain, overcoming the language barrier, and mass involvement of women. Conclusions. The experience of the Kirghiz SSR represents an effective model of mobilization training in extreme conditions, the lessons of which remain relevant for modern systems of military-patriotic education and mobilization training.
