В статье систематизированы представления о процессе создания предприятий в высокотехнологичных отраслях, выделены ключевые этапы, а также предложена развернутая типология барьеров, возникающих на пути локализации производства сложной продукции на примере микроприводов. Анализ основан на исследованиях российской промышленности в условиях санкционного давления и курса на импортозамещение. Объектом исследования являются организационно-экономические отношения по созданию высокотехнологичных предприятий микроэлектроники, а предметом - этапы их становления и типология барьеров локализации производств. Цель и задачи исследования заключаются в теоретическом обобщении подходов к определению этапов создания высокотехнологичных предприятий, классификации этапов создания предприятий в различной системе критериев оценки, типологизации барьеров развития отрасли. В ходе исследования были применены общенаучные методы, включая сравнительный анализ, системный подход, а также эмпирические методы, заключающиеся в изучении статистических данных и анализе опубликованных научных работ. Научная новизна исследования заключается в разработке классификаций этапов создания высокотехнологичных производств в сфере микроэлектронной продукции и типологизации барьеров на пути развития микроэлектроники в России.
The article systematized the process of creating enterprises in high-tech industries, highlighted key stages, and also proposed a detailed typology of barriers that arise on the way to localize the production of complex products using the example of microdrives. The analysis is based on studies of Russian industry in conditions of sanctions pressure and a course towards import substitution. The object of the study is organizational and economic relations for the creation of high-tech microelectronics enterprises, and the subject is the stages of their formation and the typology of barriers to the localization of production. The purpose and objectives of the study are to theoretically generalize approaches to determining the stages of creating high-tech enterprises, classifying the stages of creating enterprises in a different system of assessment criteria, typologizing barriers to the development of the industry. In the course of the study, general scientific methods were applied, including comparative analysis, a systematic approach, as well as empirical methods consisting in the study of statistical data and the analysis of published scientific papers. The scientific novelty of the study lies in the development of classifications of the stages of creating high-tech industries in the field of microelectronic products and typologizing barriers to the development of microelectronics in Russia.
